Dr. Charles Severance

Clinical Associate Professor

Charles is a Clinical Associate Professor and teaches in the School of Information at the University of Michigan. Charles is a founding faculty member of the Informatics Concentration undergraduate degree program at the University of Michigan. He also works for Blackboard as Sakai Chief Strategist. He also works with the IMS Global Learning Consortium promoting and developing standards for teaching and learning technology. Previously he was the Executive Director of the Sakai Foundation and the Chief Architect of the Sakai Project.

The International Symposium on Computers in Education (SIIE) is an international forum for the presentation and debate of the latest research advances on the use of Information and Communication Technologies (ICTs) in Education. The Symposium aims at becoming a major point of contact between researchers, developers, institutional representatives and educators willing to share their points of view, knowledge and experiences.

This is the fourteenth edition of SIIE and it has as main topic the advances in learning technologies and the practical application of them from a Web 2.0 point of view. The idea is to contribute demonstrating the acceptation and consolidation of this approach in learning processes in every level, i.e., formal, non-formal or informal ones, and the evolution towards social-semantic approach too, more related to Web 3.0.


The Symposium welcomes high quality contributions describing original work of Computers in Education. Contributions can be of any of the following three categories: papers, software demonstrations and posters. Contributions can be written in Spanish, Portuguese or English.

All contributions must be sent as PDF files and follow the official IEEE Proceedings format guidelines (http://www.ieee.org/conferences_events/conferences/publishing/templates.html). Contributions will be limited to the following number of pages: papers (6 pages), software demonstrations (4 pages) and posters (2 pages).

Submissions must be made using the conference management system available in the SIIE 2012 web page (http://siie12.uols.org).

Accepted papers will be published in the Symposium Proceedings (CD-ROM with ISBN) and distributed to participants. The papers written in english will be indexed at the IEEE xplore.

Moreover, several selections of the best papers will be made and published as extended papers in different journals. At the moment, we have confirmed special issues in the following:

As an innovation, we will be introducing the “Antonio Vaquero” prize for the best SIIE 2012 research paper.

      Abstract: The University As A Cloud: Trends in Openness in Education.
      This talk looks at how Universities need to apply the concept of “open” across their entire enterprise. The boundaries between the university and the world outside of the university are becoming increasingly blurry. The move toward a more porous approach across the domain of higher education activity is necessary to maintain the relevance, value, and competitive advantages of institutions, as society becomes increasingly open. Openness and transparency is a trait that is becoming “expected” for individuals, governments, and higher education. We will examine opportunities for universities to accentuate and enhance their strengths and positive qualities in an era of openness.

El Simposio Internacional de Informática Educativa (SIIE) ofrece un foro internacional para la presentación y debate de los últimos avances en investigación sobre las tecnologías para el aprendizaje y su aplicación práctica en los procesos educativos. En la decimocuarta edición de este Simposio, celebrado del 29 al 31 de Octubre de 2012 en Andorra La Vella, tuvo como tema central los avances en las tecnologías para el aprendizaje y su aplicación práctica desde una perspectiva propia de la Web 2.0, demostrando la aceptación y consolidación de este enfoque en los procesos formativos en todos sus niveles (formales, no formales e informales), así como su evolución hacia enfoques socio-semánticos más propios de una Web 3.0.

This is a keynote that Charles Severance gave at the International Symposium on Computers in Education (SIIE 2012) in Tuesday October 30, 2012 organized by La Salle Open University and ADIE in Andorra.
In this keynote, Charles Severance explored the nature of the changing relationship between universities and their governments and propose ideas as to how faculty may need to evolve their strategies over the next decade or so around teaching and research to insure a successful career for themselves as well as continued success for higher education in general.
